JOB SUMMARY: 

The purpose of this position is to supervise the day-to-day operations and staff engaged in valve maintenance, leak detection, landscaping and repair, and utility locate services for water distribution systems.


ESSENTIAL JOB FUNCTIONS:

  • Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and
  • Provides assistance to assigned crews; indirectly assists supervising other crews
  • Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that assigned employees have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
  • Conducts on-site work reviews; surveys work areas before work begins; confirms location of utilities; ensures full utilization of personnel, materials, and facilities with concern for quality, safety, and efficiency; ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, procedures, and specifications; ensures adherence to established safety procedures; and monitors work environment and use of safety equipment to ensure safety of employees and other individuals.
  • Estimates jobs; develops list of equipment and materials to complete projects; ensures availability of adequate parts and materials to conduct work activities; and requests for new or replacement materials as required.
  • Supervises leak detection and repair, valve maintenance, grounds repair and restoration, utility locates, and related activities; prioritizes and schedules detection, maintenance, repair and location activities; ensures valves and utilities are properly documented in GIS mapping systems; maintains appearance and upkeep for all water interconnection meters; and ensures compliance with all CCWA, local, state, and federal rules, regulations and standards.

  • Draws valve details for new installations or newly discovered
  • Performs related duties: recommends system improvements and budgetary and capital additions for area of assignment; updates system changes in databases; and coordinates work activities with other CCWA departments and outside agencies as needed.
  • Processes a variety of documentation associated with Department/Division operations within designated timeframes and per established procedures; prepares, completes, and maintains daily reports, reports of work completed, safety reports and records, utility damage reports, time sheets, performance evaluations, work and data logs, maps, etc.
  • Supervises the operation of and operates or uses various equipment, power tools, hand tools, and supplies in order to complete work assignments; operates and maintains work vehicle, line tracers, surface locators, excavator, dump truck and other tools and equipment.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • High School or GED; Five (5) years of experience in leak detection and repair, valve maintenance, grounds repair and restoration, and/or utility locating including lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.

 

Required Licenses/Certifications:

  • Must possess and maintain a valid Georgia commercial driver’s license Class A (CDL)
  • Must possess and maintain a Water Distribution System Operator certification/license.
  • Must possess and maintain an Erosion and Sediment Control Level 1A certification/license within 6 months of hire.

 

PHYSICAL DEMANDS:

  • This position classifies the physical exertion requirements as work involving lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.

 

  • Tasks involve some combination of stooping, kneeling, crouching, and crawling; tasks may also involve some, pushing and/or pulling of objects and materials of heavy weight. Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate

 

WORK ENVIRONMENT: 

  • Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature, noise extremes, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, animal/wildlife attacks, animal/human bites, disease, pathogenic substances, or rude/irate customers.
